Dom skupnosti is located in Savsko naselje housing estate in Ljubljana and has been established in the sixties. It was a place where the district administration was located. It also contained a larger hall for the events of / for the local community and a bar. The back part of the Community centre had not been in use in the last decades. Because of the new legislation bar was shut down and the neighbourhood administration relocated elsewhere.
In 2013, an NGO ProstoRož was commissioned by the City of Ljubljana to work on the revitalisation of the estate, which included social community aspect. The community expressed a significant interest in putting Community centre back in use. The cooperation between ProstoRož, Coworking Slovenia (NGOs) the City of Ljubljana and Regional Development Agency has resulted in the concept of revitalisation. It included a social innovation service – Library of things and new use of the Centre in a manner of community centre, offering a space for organisation of various activities generated by the (local) community. The Library of Things opened in January 2015.
The initial idea for providing new content to the local community centre, owned by the Municipality of Ljubljana, was developed in a dialogue between local community and ProstoRož. The main goal was to provide new services for the neighbourhood residents, as well as other citizens of Ljubljana, which led to researching international good practices as well as local needs. A Library of Things stood out as the content with tremendous potential not only for fostering social capital at the neighbourhood level, but also for enabling individuals to use items they might otherwise not be able to afford or that would take too much space if owned. From the beginning the citizens have had an important role at the revitalisation: they helped at the renovation of the community centre, filled our questionnaire (wish list) about items, they would like to borrow, donated most of the items and they still organize most of the events. Volunteer work in the Library of Things is also one of the possible ways, how to gain yearly membership. We can split the activities to two main categories: Library of Things and the events. The Library of Things works as a regular library that lends different items (tools, sport equipment, home appliances etc.) instead of books. It offers our users to borrow things, that they don’t need every day, which helps them save money, time and space. We also offer our space for free to anyone, who wants to organize an event, with emphasis on non-formal groups and individuals. Organized events must be open for public and free of charge. On average we host 7 to 10 events per week, with the majority of them on a weekly basis (drawing lessons, sewing workshop, yoga, dance lessons etc.).
The Centre has been refurbished with the help of the locals who actively cooperated in renewal. Locals also cooperate in programme generation of the Centre and use the Library of things while ProstoRož NGO that has a contract with the City of Ljubljana, who owns the building, manages the building. As the Centre and the Library operate in a non-profit manner it is quite a challenge to provide finances for the future activities. Future operations depend on that.
