Built at the beginning of the 20th century, first used as a school and since 1963 as a cultural center, this house is an example of the traditional architecture typical for the area of Boka Bay. It was built from traditional and easily accessible materials – stone and wood. However, it began decaying as the community of Gornja Lastva started shrinking and moving out, often to the nearby urban centers of the Bay – Tivat and Kotor. At the beginning of 2000s, the community with family histories tied to Gornja Lastva made an effort to renovate the building and reignite the cultural life in their old village.
Cultural Heritage Association “Napredak” initiated reconstruction of the building and few of its members (architects) designed the project. The municipality of Tivat, as the owner, supported the idea and gave a financial contribution to IRD/USAID program in order to provide the rest of the funding needed for the reconstruction of Cultural center.
The community of Gornja Lastva now has a regular cultural-educational program, mostly organized in this building. Its new premises and its spacious backyard provide enough space for all sorts of community gatherings and cultural events, which often bring guests from the whole area of Boka Bay, and beyond. Activities created around the Cultural Center Gornja Lastva keep the community of Gornja Lastva together, even though many of its members don’t reside in this village permanently anymore.
Every 5 years, Municipality of Tivat signs the contract with Cultural Heritage Association “Napredak” regulating the management of the Cultural Center. “Napredak” is obliged to maintain the building and pay the costs of electricity and water. Besides that, “Napredak” provided necessary equipment for the center through different projects and from funds collected from tourist activities.
The intention is, not only to keep organizing various cultural and educational programs but also to develop a model of rural tourism in the form of ‘dispersed hotel’. It means that owners of the surrounding houses provide accommodation for tourists while Cultural Center serves as the central area – reception, restaurant and entertainment place.
